After a perusal of those documents, it does not appear to us that we can add much to our former Report of the 6th December 1866, beyond observing that our suggestion that too extended an application of adhesive stamps might be insecure, has not had much weight with the Colonial Authorities, for we perceive that such stamps are adopted for Powers of Attorney, notes of Protest, Duplicates or Counterparts of Deeds, and Deeds not otherwise charged drawn out of the Colony, for which instruments impressed Stamps only are used in this Country.

We may state also, that the composition duty paid by Bankers here in lieu of the Stamp duties on their promissory Notes, and Bills 5/6d for every £100 and for the fractional part of £100, of the average Amount or value of such notes and Bills in circulation during every half year.

With these observations we beg leave to return the documents transmitted to us.
